适用范围
本标准规定了cdma2000 HRPD第三阶段空中接口的要求，主要包括缺省信令应用、缺省分组应用、多流分组应用、cdma2000电路业务通知应用、增强多流分组应用、流层、会话层、连接层、安全层、MAC层、物理层、缺省（子类型0）和子类型1物理层协议、子类型2物理层协议以及子类型3物理层协议。
本标准适用于使用800MHz/2GHz 高速分组数据（HRPD）（第三阶段）技术的数字蜂窝移动通信系统。
